A hotel score of 9.6 means something only when you know how many guests stand behind it. A guest house rated 9.9 by forty people and a palace rated 9.6 by four thousand are not the same bet, and a list of porto hotels ranked on the score alone treats them as equals.

This ranking starts from the other end. It takes the 728 places to stay in central Porto that clear a guest score of 7.0 out of 10 with at least ten reviews, and weighs every score by the number of reviews behind it, so that a steady result from thousands of guests beats a perfect one from a handful. The prices are the lowest rate for two nights from Saturday 10 October 2026, a shoulder-season weekend, in euros.

Three things decide most stays here more than the star rating does: the hill between the room and the river, the size of the building, and whether a flat would serve better than a hotel at all. Each has its own section below, after the ranking itself.

Three of the strongest results in the city, in three different price bands.

Five-star

Torel Saboaria

A five-star hotel in the Baixa with one of the highest scores in the city: 9.6 from 1,363 reviews

Highest score

Maison Cabral

A guest house in Cedofeita with the highest score in the sample: 9.8 from 480 reviews

Best value

Memoria Porto FLH Hotels

A four-star hotel by the Ribeira at 9.3 from 1,489 reviews, for about 185 euros for two nights

How the ranking works

A score on its own flatters the small. A flat with nine reviews can sit at 10.0 because nine friends of the owner stayed there, while a hotel with five thousand reviews carries every bad night it has ever had. So the list below multiplies each score by the square root of the review count, and stops counting at 500 reviews, past which more guests add confidence but not quality.

What comes out is a list of the best hotels in porto portugal that holds up. Of the 728 places above the floor, 204 score 9.0 or more; the median across all of them is 8.6. For a hotel in the strict sense, a building run as a hotel rather than a flat or a guest house, the median score is 8.9 across 87 properties.

The price range is wide. The cheapest bed above the floor cost 16 euros for the two October nights, in a hostel; the dearest room cost 954 euros. The median place cost 141 euros for the two nights, and the median hotel 225 euros.

A high score is not reserved for the expensive end. Of the places scoring 9.0 or more, 57 cost under 150 euros for the two nights, 115 cost between 150 and 300 euros, and only 32 cost more. Paying more buys a bigger room, a lobby and services; it does not, on this evidence, buy a better-rated night.

The single strongest result

If one place has to be named the best hotel in porto portugal on this evidence, it is Torel Saboaria: five stars, a score of 9.6 and 1,363 reviews behind it, in the Baixa. Maison Cabral scores higher, at 9.8, and deserves its place at the top of the table, but it is a guest house with 480 reviews, and the difference between the two is the difference between a small house and a full hotel with its services.

GA Palace Hotel & Spa matches Torel Saboaria's 9.6 from more than four thousand reviews, the largest body of evidence at that score anywhere in the city. It occupies a nineteenth-century villa and has a spa, and it is also one of the two dearest rooms in the sample, at 920 euros for the two nights.

The surprise in the table is the Ribeira Douro Hotel, a two-star hotel in the Ribeira with a 9.6 from nearly two thousand guests. Stars in Portugal measure facilities and services, not how a stay feels, so a small hotel can hold two stars and still outscore most five-star houses. That is worth remembering when a filter hides everything below four stars.

The coloured house fronts of the RibeiraThe riverfront: two-star and four-star hotels here outscore many grander addresses.

Five-star hotels

Nineteen places in the sample hold five stars, eighteen of them hotels and one a set of apartments in a palace. Their median score is 9.1 and their median price 397 euros for the two nights, with a range from 211 euros to 954.

The strongest of them are Torel Saboaria and GA Palace at 9.6, Torel Palace Porto at 9.5, and Wine & Books Porto Hotel at 9.4 from 1,552 reviews. Wine & Books is a member of Small Luxury Hotels of the World, and the closest thing in the centre to a porto wine hotel, in the Baixa.

Timbre Virtudes, at 9.3 from 1,853 reviews and 300 euros, and the Altis Porto, at 9.2 from 1,149 reviews and 284 euros, sit in Miragaia above the river and cost far less than the Torel houses for a comparable score. The luxury hotels page compares all nineteen.

The five-star hotels are also the best-documented places in the city: the median five-star property carries 1,149 reviews, so their scores move little from one season to the next. Seven of the fourteen places with a spa hold five stars, which is the other reason, besides the room itself, that people pay the premium.

Four stars, and where the value is

The four-star band is where most visitors find the best balance. Forty-two places in the sample hold four stars; their median score is 8.9, the same as hotels as a whole, and their median price is 228 euros for the two nights, against 397 for five stars.

The top hotels in porto at this level are Artcore Hotel Porto in Bonfim, at 9.6 from 1,497 reviews and 286 euros; Hotel Tipografia do Conto in Cedofeita, at 9.4; Porto River Infante by the river, at 9.3 from 1,203 reviews; and Memoria Porto, also on the riverside, at 9.3 from 1,489 reviews for 185 euros, the lowest price among the four-star leaders.

Vincci Bonjardim deserves a mention for the sheer weight of its evidence: 9.2 from 5,965 reviews, more guests than any other hotel in the table. A score that high from that many people is as close to a guarantee of a good night as a rating can be.

Below four stars, the large three-star hotels of the Baixa carry thousands of reviews each: the Grande Hotel do Porto scores 8.9 from 3,293 reviews, and Casual Raízes 9.0 from 3,664, both for less than 300 euros for the two nights. The Porto City Hotel, at 8.6 from 2,557 reviews and 134 euros, is one of the cheapest reliable hotel rooms in the centre.

Which part of town

Most of the strongest results sit in two areas. The Baixa, the grid of streets around the Aliados and São Bento station, holds 409 of the places the site lists by area, and most of the five-star hotels. It is central, less steep than the riverfront and close to the metro, which matters more here than a map suggests.

The porto old town hotels on the riverfront, in the Ribeira, number 93 in the same count. They trade convenience for the river and the atmosphere of the quay, and the walk back up from dinner is steep. Memoria Porto, Porto River Infante and the Ribeira Douro Hotel all stand here, and all three score 9.3 or higher.

Cedofeita, west of the centre with its galleries, has 66 places and two of the best small results, Maison Cabral and Tipografia do Conto. Bonfim, to the east, has 124, including Artcore. Miragaia and Massarelos, along the river west of the Ribeira, have only 29, but among them are Timbre Virtudes, the Altis and Casa Camélia. The where to stay page compares the areas one by one.

The split matters for the budget as much as for the view. The Baixa has the widest choice at every price, from hostels to the Torel hotels. The riverfront has fewer rooms and asks more for them, and Bonfim and Cedofeita, a little further out, are where strong scores come cheapest.

Balconied apartment buildings in the BaixaThe Baixa holds most of the city's rooms and most of its five-star hotels.

Small places for two

What makes romantic hotels in porto is rarely a star rating. It is a small building, a quiet street and a host who is present, and on the evidence that is where the smaller houses shine: the highest single score in the sample belongs to Maison Cabral, a guest house, and Casa Camélia, a bed and breakfast in Miragaia, reaches 9.6 from 551 reviews at 241 euros for two nights.

Among apartments, Vila Catarina Luxury Apartments scores 9.6 from 748 reviews for 174 euros, and Almada Domus 9.4 from 639 reviews for 145 euros, both in the Baixa. A flat gives two people a kitchen and a door of their own, which on a long weekend can be worth more than a lobby.

The trade-off is service. A guest house may have no reception after the evening, and an apartment usually means a key box or a meeting to hand over the keys. Check the arrival time before booking a late flight.

A small house also means fewer guests to average out a bad night, which is why the scores of guest houses and bed and breakfasts sit at both ends of the scale. The ones above 9.5 with several hundred reviews are the safe choices; a perfect score from a dozen guests is a gamble.

Hotels in historic buildings

Several of the city's leading historic hotels in porto portugal occupy buildings older than tourism itself. GA Palace Hotel & Spa is a nineteenth-century villa. The Pestana Porto - A Brasileira occupies a heritage building in the Baixa and scores 8.9 from 1,538 reviews for 362 euros. The Pestana Vintage Porto stands on the Ribeira quay, inside the area UNESCO lists as the Historic Centre of Oporto, at 9.0 from 1,073 reviews and 397 euros.

Infante Sagres, in the Baixa, is a historic five-star hotel and a member of Small Luxury Hotels of the World, with an outdoor pool, at 8.8 from 687 reviews and 431 euros. Its score is lower than the newer Torel houses, which is common for old buildings: thick walls and period rooms are loved by some guests and found cramped by others.

A historic building usually means stairs, smaller rooms and older plumbing, and the score reflects it. If a lift matters, check that the hotel has one before booking.

For couples

For the best porto hotels for couples, the question is less which building than which rhythm. A couple who want a bar, a spa and room service will do best in the five-star band in the Baixa, where Torel Saboaria, GA Palace and Wine & Books sit within a few streets of each other.

A couple who want to walk out of the door into the city at night will do better by the river, in the Ribeira, where Memoria Porto offers four stars and a 9.3 score for less than half the price of the grand hotels. And a couple who want quiet will find it in Miragaia and Cedofeita, where the small houses score highest.

On every choice, add the tourist tax to the bill: 3 euros per person per night, for up to seven nights, collected by the hotel on top of the room price, as the city sets it. For two people and four nights, that is 24 euros.

For a special occasion, the five-star hotels in Miragaia deserve a look before the grander Baixa addresses. Timbre Virtudes and the Altis both score above 9.0 from more than a thousand reviews and cost around 300 euros for the two nights, about a third of the price of Torel Palace or GA Palace, with the river below the window instead of the city's shopping streets.

A hotel or an apartment

Most of central Porto's places to stay are not hotels. Of the 728 above the floor, 527 are apartments, 87 hotels, 46 guest houses, 27 hostels and 17 aparthotels. The apartments are cheaper, with a median of 138 euros for the two October nights against 225 for a hotel, and they score as well: 130 of the 204 places at 9.0 or more are apartments.

The case for a hotel is a staffed desk, a lift in most of them, breakfast and someone to hold the bags after check-out. The case for a flat is space, a kitchen and the price. In a city of stairs and old buildings, the lift is the detail that most often decides it: an apartment on a fourth floor without one is a daily climb with the shopping.

Guest houses sit between the two at a median of 112 euros, and hostels at 76 euros, with private rooms in several of them. Onefam Ribeira scores 9.5 from 714 reviews.

Hotels score more consistently than flats: 34 of the 87 hotels score 9.0 or more, 39 percent, against 25 percent of apartments. A hotel is the safer default for a first visit; a well-reviewed flat is the better deal for a longer stay or a group.

When to book, and what it costs

These prices are for a single shoulder-season weekend, the lowest rate for two nights from Saturday 10 October 2026. They are a fair guide to the gap between classes, not a promise: rates move with the date, the day of the week and demand, and the price that counts is the one on the booking page.

Demand peaks for the São João festival on the night of 23 June and through the summer, and the best-scored small houses have the fewest rooms to sell. For those dates, book as early as the plan allows.

A free-cancellation rate costs a little more but keeps the plan open while flights settle. Compare the total for the whole stay, with the tourist tax added, rather than the price per night: some places add cleaning or service charges that only appear at the last step of the booking.

Every place to stay in Portugal that takes guests is registered with Turismo de Portugal, the national tourism authority, in its national tourism register, and a hotel's stars follow from that registration. A flat rented to visitors carries its own local accommodation number, which the listing should show.

The riverside west of the RibeiraMiragaia and Massarelos: fewer rooms, and some of the city's finest hotels.

How to choose in five minutes

Start from the budget. Below about 150 euros for two nights, the strongest choices are apartments and guest houses in the Baixa and Cedofeita, several of them above 9.4. Between 150 and 300 euros, the four-star band opens up, with Memoria, Mercure Aliados, Artcore and S.Bento Residences all scoring 9.2 or better.

Above 300 euros, the five-star hotels take over, and the choice is between the grand houses of the Baixa, the Torel hotels and GA Palace, and the quieter riverside five-star hotels of Miragaia, Timbre Virtudes and the Altis, which cost less for a similar score.

Then check three things on the booking page itself: whether there is a lift, what time the desk closes, and whether the tourist tax is already in the price. The finder at the top filters every place by area, kind and score, and the hotels with a pool, boutique hotels and family hotels pages narrow it further.

One last check is the room itself. The same hotel can sell a small interior room and a large room with a view under one score, and the score belongs to the building, not to the room. Read what the room offers, its size and what the window looks onto, before comparing prices between two places: the cheaper hotel is sometimes the cheaper room, not the better deal.

Common questions

Which is the best-rated hotel in Porto?

On guest scores weighed by the number of reviews, Torel Saboaria and GA Palace Hotel & Spa, both five-star hotels in the Baixa, lead at 9.6. The highest single score, 9.8, belongs to Maison Cabral, a guest house in Cedofeita.

How much does a good hotel in Porto cost?

For two nights from 10 October 2026, the median hotel cost 225 euros, a four-star hotel 228 euros and a five-star hotel 397 euros. Apartments cost a median of 138 euros.

Is the tourist tax included in the room price?

Usually not. Porto's tourist tax is 3 euros per person per night for up to seven nights, and the hotel collects it on top of the room price. Children under 13 are exempt.

Are stars a good guide in Porto?

Only to facilities. The Ribeira Douro Hotel holds two stars and scores 9.6 from nearly two thousand reviews, higher than most five-star hotels.
